Question Gpu usage drops while gaming

So i am pretty much lost at what to do anymore. Pretty much I am having the same problem as this guy View: https://www.reddit.com/r/blackdesertonline/comments/e0otes/incease_bdos_gpu_usage/
and i am not sure if there is any resolution or not.
I usually play on high texture and medium graphics with everything turned off. On my old system which was a 1060 6gb and a i5-6600 i would get very bad stutters when playing on high texture and low graphics and the only way i could make it stop was playing on medium and maxing out my gpu. Now i have upgraded to a 2070 super and i7-9700k and i am having the same issue unless i play on remastered. Playing on high/medium my fps is great and gpu usage is like 70% but every minute or so i can watch my gpu usage drop to like 45-50% and it causes huge stutters
I have upgraded everything in my pc besides my 2400mhz ram which a new set of 3600mhz is on the way(idk if it could really be the issue tho). I have tried every guide and every single tweak. I have overclocked and even just got done reformatting my pc and starting fresh to still no prevail
Specs:
Samsung SSD that bdo is installed on
2070 super (sits around 73-80c)
i7-9700k ( usually sits at about 70-75C)
MSI mpg Z390 MB
EVGA rm750x psu (
144hz 1080p Main monitor and 60hz secondary(which i have tried unplugging and still happens, I also always playin full screen)
16gb gkill 2400mhz

Any help what so ever would be greatly appreciated and anything you need just ask i can get it because i really want to figure this out

From the CPU hitting 75C, I'm going to guess you may be running into a CPU bottleneck. It is normal for GPU usage to crash while the CPU is being bogged down by something else.

is a 9700k not enough for a 2070 super? and i mean 75 is prob the max a lot of the time sit sits around 65 depending on what i am doing. I even overclocked the cpu to 5.0ghz and it didn't help at all. My cpu sits at like 60-75% so wouldn't it be at 100 if it was bottlenecked?
