GPU USAGE Drops

Hi, I have just bought a new R9 FURY, and I'm having some issues.
The GPU usage drops always, here a screen of the chart on msi afterburner.

Are those chart normal? I've taken them while I was playing fallout 4, and it was unplayable.

This is my PC:
CPU: i5 4690
GPU: R9 Fury
RAM: Kingston HyperX 8GB DDR3-1600MHz
PSU: Aerocool VP 750W
MOTHER BOARD: Asrock B85M Pro4
HDD: Seagate 2TB
SSD: 840 evo 250GB
CPU COOLER: Cooler Master Hyper TX3 EVO
CASE: Zalman Z3 plus

Do you have it set to Ultra or have "God Rays" turned on? The Fury should play in perfectly but make sure God Rays are off. Also what res are you playing at?
