gpu usage drops

i keep getting fps drops in all games which stops me getting a good smooth experience from the games. I believe its linked to my gpu usage dropping since the fps drops when the gpu usage drops. The usage is anywhere around 70-99% and can drop to as low as 20% which causes a massive stutter and this happens every 20-30 seconds or so. My specs are an i5 6400 a gtx 1060 6gb and 16gb of ram. If anyone knows any solutions to this that would be great.

Check your drivers. Then check if you have your monitor connected to the GPU and not to motherboard.
Then check if your GPU is recognized by your PC.
GTX 1060 should run most of the games without problems on high settings.

Check your cpu usage, if your cpu is pegged at 100% then your video card will drop as its waiting for information from your cpu.

my GPU is recognised by my PC and my drivers are fully updated. Also the games i play are mainly rust, battlefield 1 and the witcher 3. on rust i get constant gpu usage drops but i think thats because of the optimisation of the game also my cpu usage for rust is anywhere between 40-60, battlefield 1 gives me occasional fps drops im not sure what the cpu usage is for bf1 since when i have rivatuner statistics server running, bf1 instantly crashes, my cpu usage for the witcher 3 varies from 60-99 and doesnt actually give me random fps drops. In bf1 my fps is from 60-90 on maxed out settings and on rust my fps is usually around 90 fps on high settings.
