GPU Usage Fluctuation on New MSI GTX 760 Resulting in Stuttering

I installed a new MSI GTX 670 on October 12th. This issue did not begin until the 15th. I have only played two games since this started. It happens ingame constantly in Black Ops 2, It happens only after being in game for 20-30 seconds in Skyrim

I have tried:
Toggling power saving measures
Uninstalling/Reinstalling/Updating video drivers
Restoring to a date before the issue started

Have not tried:
Reinstalling Windows

I have included a slowed video and a GPU usage meter of the stuttering.

Install MSI Afterburner and also check your temps, could be a possible overheat?
Turn up the fans higher for the card and test it out and see if you are still experiencing this problem under load.

I have a 750 watt Ultra psu
8GB ddr3 memory
AMD Phenom II X4 965 cpu
On Windows Home Premium 64bit

The temperature remains under 50c during games
