GPU Usage "Hiccups"

Hi! I'm having some really bad hiccups with my framerates and its so noticeable when play Competitive games. Every time it goes down it brings the frames with it, any advice?

PC Specs:
Nvidia 980ti
Intel Core i7 6700k @4.5GHz
16GB RAM
CX850M Corsair PSU
Asus Z170-AR Motherboard
 


it happens in Overwatch, CSGO, Amnesia, Dark Souls 2&3, and just about every game I've attempted. Even The Walking Dead S1!
I always monitor temps when playing, i dont let it get past 75C.
 


Tried on stock speeds of the CPU?
 

I havent messed with the settings on the GPU since i bought it. (More or less a year ago)
 

I ran a few games again and this is what it looks. Btw I meant to say that it is on stock 4GHz for my CPU, didn't mean to make it seem like i wasn't still trying. For the game settings i have them turned to Ultra to High on 2560x1440 no v-sync.
First thing before seeking more help was look at forums to see if maybe game update may be glitched, but nothing. Only thing i see is when FPS goes above 100 it begins to have problems, tested that out by capping frames at 99FPS

Was it always working like this or you are observing this from some time ago?
Did you change something lately hardware side?
Any big updates lately? Drivers, Windows update, Antivirus?
There is so many possibilities i don't even know which way to start with.
 


It was recent. About one week ago, I noticed it happen and thought, "It'll go away by tomorrow" but here i am. No new hardware installed and habven't had any new updates. Latest nvidia driver Dec. 13 version 376.33. A brown out did recently happen, could that maybe cause the problem?
 




I have the Corsair carbide 400C and I have 5 Fans installed. I had to keep the fan speed up on my GPU because my roommate likes to keep it warm when it's cold outside. I clean my case every 2 weeks on Sundays.
 


So i "updated" the driver to 373.06, no difference except nvidia perstering me about updates. Could it be that the PSU is dying and not providing the constant power the gpu needs? I read that up some thread not too long ago. And if that may be the case, how would i go about checking it?
 
Hmm you could use AIDA64 to check stability of 12V rail. It would be also good to see a CPU usage on the same graph as the GPU, that might show some new clues. Try capturing all 3 graphs . Task manager for CPU usage per core, Afterburner for GPU and AIDA for voltages.

I ran the test for more than 3 hours
I started the test with the GPU a little later, but i did notice a lot more stutter now outside of games and now its just by using my computer. Could it be my GPU dying?
