GPU Usage ingame.

Currently, I get around 50-65% GPU usage ingame, and I have a FPS cap set to 200. I’m currently only achieving 189-197 fps, which is messing with the input lag, and it isn’t consistent. Is there any way to increase GPU usage so I can achieve a perfect 200 FPS lock?

I think you're getting the performance you should, then. 200 FPS is a lot of frames to render, and an i7 7700 can only render so many frames. You are getting expected performance, so you'll either have to lower your FPS cap or upgrade to an overclockable processor. The bottlenecking is happening because you are expecting too many frames from the processor - even if it's an i7, the clock speed is the limitation here.
Low GPU usage is a sign of CPU bottlenecking, and there are only two major ways to reduce CPU bottlenecking - getting a faster CPU or overclocking your current one. If it is an Intel 'K' chip, and you have an overclockable motherboard, or if you have an AMD chip with an overclockable motherboard, then you need to overclock your CPU. This will increase your FPS a little. You could also simply try lowering the FPS cap, perhaps set it to 180 FPS, that should also help.
 
Could be because the graphics settings are really low so it uses your cpu to render it. Sounds dumb but i heard it somewhere and thought it would be worth mentioning. Other then that update you BIOS
 


That...sounds extremely unlikely.

Which game are you playing? As someone here said, it could be possible that the game only uses one or two cores, in which case clock speed makes much more difference than whether it is an i7 or a Pentium.
