GPU usage is fluctuating, doesn't stay at 90-100%

My GPU usage is fluctuating like crazy. Not on all games but its extremely noticeable on assassins creed: unity. i checked my temps and they all see fine
gpu: 60 max
cpu: 60 max
i know its a bottleneck but i don't know whats causing it.
 
Solution
You reinstalled windows and all the drivers and stuff when you changed HDD right?

Have you tried rolling back to older drivers or updating to newer ones?

Its a 1gb card so have you monitored the GPU memory usage?

Ur ram and CPU are just fine no bottleneck there. Hdd just effects loading times. And ur temps are borderline amazing so ur good there too. The only hardware thing it could be is that 1gb memory on the GPU. I may be all wrong, and I think I am, but that could be doing it. Most likely its software related

gpu is a 560 TI factory OC to 900Mhz core and 2000Mhz memory
cpu is a I5 2500k not overclocked
8gb kingston 1333 RAM
650w PSU
game: assassins creed unity
no matter what seetting i use i get the same fps, it fluctuates from 30-10 fps.
I am measuring temps with hwmonitor, real temp and msi AB
 
I have done a clean install of the latest drivers which didnt change anything, my GPU is getting a constant voltage at 1V and the PSU is a coolermaster but i am not too sure of the model.

I do not have a different gpu but i think its not causing the problem as i was playing new games not too long ago without any issues like assassins creed 4 and far cry 3 at relatively high settings, the issue only arose after i bought a new hdd but i do not understand how that would cause a problem?
 
So assassins creed unity is the only game u are having trouble with right now? If so the game is crap and it's not ur PC. Unity is one of the worst performing games on PC in the history of gaming. People with $3000 computers can't run it well.

Its so sad... I am a fan of assassins creed but ubisoft just won't put any effort into making good games
 
Assassins creed unity is a lost cause. You won't be able to run it until new drivers are released and ubisoft updates the game. We should be able to get the other games going though.

What r the other games? Is Physx on? Vsync?

My windows is on a SSD but i have gone to both old and new GPU drivers, at the moment im am downloading a very old driver to see what happens.

I think youre right, my memory usage is bottle necked at 1000mb, looks like i need a graphics card upgrade!
