Question GPU usage is lower than CPU usage

Im experiencing poor performance in any game at any setting and any resolution.
I have 2 external monitors connected to it, by Display Port adapter to thunderbolt 3 and hdmi.
There are no temps issues so therefore no thermal throttling.

On the photo it looks fine. GPU Usage is higher than the CPU, but at CSGO its normal that you get low usage because its not really demanding. It sure isnt a bottleneck.
On which games exactly is the CPU Usage higher than the GPU usage? And by how much?

Any game, and any settings at any resolution...
Most of the time cpu is working at 30-50 when gpu is chilling at 20-40

Which games do you play? Cuz maybe theres a fps cap which makes your gpu not go above the limit. -> low gpu usage. In CSGO it looked fine.

Nah trust me I know what Im talking about, any sort of vsync or fps limits are disabled and for example valorant I know people that got gtx 1080 too and they get like 400-500 fps on highest settings in there. While I get 120 on low settings
