[SOLVED] GPU usage is not maximum

I have Intel Core(R) i7 10750H 2.6 Ghz
16GB Ram(Single stick)
NVIDIA GTX 1650 Ti
1280x720
(that's a laptop)

When I play Counter Strike: Global Offensive and Minecraft and watching percentage usage the same time, i'm raging. I see usage only up to 50% of all.
By the way, option "var" in cs is really high and fps so low for my GPU.
I didn't download any stuff, checked my pc twice by dr.web and system antivirus. Some problems with laptop performance, but only little lags.
Other system is OK. I'm planning to reset operating system. Your tips?

The gaming software will only use the "GPU power" it needs/requires.
