GPU usage low and CPU usage hight

Hi guys, I do not know what the reason for using my gpu is 50% - 60% and the cpu is 70-80% especially with the game dota 2 with 45-55 fps. In some youtube videos have about 70-120 fps stable and I not. (Edit)

Processor: AMD FX-4300 Quadcore
Graphics card: Geforce GTX 750 TI MSI GAMING 2GB DDR5
Power supply: 600W (Riel de +12V/24A)
Ram: 8GB

Rule of thumb for quad core CPUs is 80% = 100%. Your CPU is maxed out and your GPU is bored. May want to see what CPU intensive settings can be disabled.

So, is not it a power supply problem? Only update the processor and you can use the GPU at least 90%?
