Gpu usage lowers over time

I have my gpu usage %90-95 and having 170fps in rainbow:6 siege pretty good but when i close the game and surf in the internet for 3-4 hours when i go back to game gpu usage is 70ish and i get 108 fps everytime but when i restart the pc it goes normal again i dont know what causes this it happens every game
pc specs:
i7 8700k
1080ti
z370
2x8 3000mhz ram

they are about 60 and also when i restart (same temps) i get more fps

Update your drivers and check on other games as well. Also, scan your PC with anti-malware software.

Disable any browser extensions also. You might have one with a memory leak.
Try using other browsers and see if the behavior is consistent across them all.

They are in latest version also my pc is brand new i dont think i have any malware

If an extension has a memory leak, closing the browser doesn't do a thing. A memory leak means that it does not give back the memory it uses after it is done. Disabling extensions keeps them from starting in the first place, so that they cannot leak when you close the browser. If disabling them fixes the problem, then you figure out wihich one is doing it.
Trying different browsers rules out an issue with the browser, or points to an issue with the browser. If you don't want us to helpo you find out why, then by all means, don't follow our advice when you think it doesn't matter.

I just have a vpn i deleted it now ill check the problem again soon

%40-50 cpu and %60 gpu when it happens also other resolutions are same

Ensure that the CPU is not overheating and try in different games as well.

other games have the same issue its not overheating its like 60-65 degrees (celcius) when i restart the pc problem is getting fixed for 3-4 hours again (or till i close the game)

Use DDU to wipe your drivers and reinstall them. You may also perform a BIOS update.
