Gpu usage not stable, is this normal?

Hello, I noticed that my gpu usage is not always at 100% while playing Overwatch.

my specs:
fx 6300
gtx 960
xfx 550w

is this normal?

EDIT: I play on ultra (one setting below max). Also, I am not experiencing any lag or issues.

yep usage well only go to 100 percent when it needs to .
if your having performance issues then ide be woried

Are your fps capped or are you running v-sync?

No my fps is not capped and i am not running vsync.
So everything is normal? Nothing to be worried about?

yeah man current video cards and cpu have a built in boosty clock and thermal throttling
ya wont see it stay at 100 percent all the time do to the cards or cpu only boosing their speed as needed if that expalains a litte more so it aitn just gpu cpus got boost technology now to where they overclock as needed .

and that boost features they have work reguardles if ya over clock a cpu or video card
