Gpu usage or utilization

Is 0% in gpu usage or utilization bad? And what does it mean. I have a gtx 750 ti 2gb

If you're playing a game while it says that, it's not ideal. If idling at desktop, it might be normal (I'd expect 1-5% when idling).

4gb ram
Gtx 750 ti 2gb

Csgo at 150 fps low res and settings
Task manager

monitor plug into the gtx 750 ti?

then it is using the 750 ti, just an issue with task manger.
