Question gpu usage problem

I just bought a new GPU : rtx 2070 super , also i bought a new power supply and i'm facing 2 problems :

1. the pc don't start up first time i have to restart the pc several times to startup .
2. (my cpu is AMD ryzen 5 1500x) my gpu usage in games is 50% and cpu usage 60-70% also when i play cs go the fps is 90-130 with low setting 1080p , another example is GTA V very high setting and fps is 50-70 also in 1080p but when i did the 3dmark benchmark my gpu results was normal like 10632 in Time spy .

Can any one help me plz ?

I'm going to format the PC and see if there any diffrence
