Gpu usage problems when only using GTA V

So I decided to play some GTA V the other day, everything was going all and well until I entered the game, only get 7-12 Fps on any settings, on GPU Tweak it was saying that I was using around 2%-20% Of my Graphics Card, whist my Cpu was running at 80% at 3.5 ghz. On other games this doesn't occur.
Please Help!

Gtx 980 Asus Strix
Intel i5 4570
Asrock H81M-DGS R2.0
2 x 4 Gb DDR3 1600 Value RAM
1000 Gb WD Blue
650w Gold+ Power Supply

Try setting your pc into preformance mode in the windows settings, if that dosent work you can also set the gpu in preformance mode in the nvidia controll pannel
