[SOLVED] GPU usage spikes/ drops to 0 for a few seconds

I have had this problem for a few hours now and i have tried pretty much everything i could think of and looked up. I will just be playing a game and my game freezes for 1-5 seconds and my GPU usage drops to pretty much 0% (0-10%)
Specs:
B350 Gaming plus motherboard
AMD Ryzen 7 2700
Nvidia RTX 2060
Samsung 860 EVO 1TB
Seagate ST3000DM003-1F216N 3TB
16gb (2x8 dual channel) 3200mhz corsair vengeance RGB pro

As of right now the usage drops have stopped, i pushed down on my gpu to see if it might have been mounted improperly, and i dusted off all the dust and it seems to work
