GPU usage spikes up and down. CPU bottlenecking?

I know that phenom ii x6 1090t can't do much in this game but i just want to be sure about this. My gpu usage sometimes goes down to 1% and then jumps back to 100%

When i lower the resolution it's running fine at 70+ fps without any spikes. But there's no way gpu isn't powerful enough because it's r9 390 running on 1360x768 so yeah. Average framerate is about 50 and lowest 35. I just wanna be sure that cpu is causing these gpu spikes.

you might want to upgrade to a higher end CPU, either piledriver or bulldozer, or even dump amd and go to an pentium/i3/i5 system. Generally intel doesn't bottleneck, it could also be the board. R9 390 competes directly with the 970, and you should see the ability to hit 60FPS on high settings.
