Question GPU Usage Starts at 100% Then Slowly Drops When Gaming

My GeForce 1080 Ti just a week ago has started with a usage of 100% when gaming and then over the course of the gaming session it slowly drops to as low as 50% at times really messing with my frames.

The card itself never gets above 69 Celcius, and my CPU and RAM never get above 40% usage rate.

From all the videos I have watched and others that have had the same problem, most say the only thing they could do to fix it was a fresh Windows install.

I have already completely uninstalled and reinstalled drivers as well.

Before I am forced to do a fresh windows install, does anyone have any other ideas?

You can try DDU in safe mode to remove and reinstall the GPU drivers. It's the second best to windows reinstallation.

Unfortunately I have already tried this to no success. The same issue is prevailing. Sounds like I might just have to bite the bullet and do a clean install of windows :/
