Question Gpu usage stuck at 50% and below all the time

i have hp laptop with 2 graphic, one is vega 3 apu and dedicated gpu radeon 520. i mostly using radeon 520 to play game but when i start to play game at first 5 second my fps really smooth, in tomb raider game i got like 50ish fps but after 5-10 sec my fps start to go down and gpu usage stay/stuck at 50% all the time and never goes up anymore even in game i stand in same spot. if i alt+tab to desktop and entering back fps goes up and again only like for 5-10 sec. my temperature on max load only hit 70-73c which i think not the problem here, this only happen on radeon 520 not vega 3. i did update the bios and format the windows to 1809 before this weird thing happen, i already test 4-5 driver even using manual installation including hp default driver the problem still there. i tried hp rollback bios ver but didnt get it to work because it keep saying my flash drive does not have bios file.

both give me same result. i saw someone make video about bugs on ryzen. if he limit the cpu clock the gpu will run at max clock, but the problem is gpu only utilize 100% only for a while when i play game and then stuck at 50% forever while my gpu still at is max clock 1030mhz
