[SOLVED] GPU usage sudden drop from 70%+ till 4% on 3080ti

CPU: I7 6700k
RAM: 32 gb
GPU:Zotac Trinity OC 3080ti
HD: adata nvme ssd 1TB (gaming storage). , Samsung SSD 850 Evo 500GB
PSU: Corsair platinum 1000W

NOTE: will upgrade the rest in future

i facing issue when i gaming like horizon zero dawn , resident evil 8 and so on, i face issue where my FPS sudden drop causing shuttering for about 1-2 second
before using 3080ti, i using GTX970 and both card also face sudden fps drop but it more serious on 3080ti
i manage to capture when FPS drop, my GPU usage facing sudden drop till 4% (lowest) , it normally running avg 70% usage

i know my CPU is bottleneck my GPU but will it cause sudden drop ?
i thought bottleneck will prevent GPU from running full performance
there are alot of different reason that i found in internet, some due to window OS, some due to RAM, some due to driver and so on
i not a expert so i can't really know what causing it

sound like issue with the cpu bottleneck
will cpu bottleneck causing sudden FPS drop or it will only causing GPU usage running 50-70% usage?
the FPS drop (20+) only happen once in a while and it just stuttering for about 1 sec then it back normal (running 100+fps)

could it be bios issue as well?
i have not update my bios on my motherboard in 2015 (gigabyte z170x-gaming-7)

Whats the CPU temp while gaming?, What is the cooler you are using?
 
can't remember the temp but it did not went over 80c
my CPU cooler is crosair H115i platinum
my GPU temp max will hit 72c but avg 60-70c
Thats a 280mm radiator right?, well its not a bad idea to keep and eye at CPU temp while gaming. I have no idea if you live in a hot weather, and/or if you are doing any OC on you CPU.

I used to hit 73~75°C on stock cooler on my Core i5 3570, even on summer. I believe a 280mm rad should be way, way better.

yes
it is 280 rad, i did keep an eye on it and it stay cool
i also have my ac turn on during hot day

i just play for quite some time and i can see my cpu temp avg 55 c
i also did a bios update and seems like it did improve the stuttering. i only face it few times in beginning and it no longer happen after game for a while
