Gpu usage unstable

I have some spike in my gpu usage it pass from 98% to 40% very often.
My build
-Fx-9370 (cooling.. corsair h100i)
-R9 280 (cooling.. nzxt10 with x31)
-Evga 1000w gold
-8gb ram 1333 corsair xms
When i benchmark my gpu the fps drops and gpu utilisation is very unstable but the ram utilisation is ok and cpu utilisation drop at the same time of fps drop. The temps are ok.
All the updates are done.
Ps i have done the benchmark on my ssd.

How can i stop these fps drop... ? Thank you

That is normal. GPU and CPU usage is dynamic, meaning it will change with the demand.

Yeah I understand, but why do i get 98% of gpu utilisation and this drops to 40% so fast ? after, the utilisation go up and down hundred time in a minute.

A hundred times a minute?! What are you using to monitor that kind of response?

This is not exact but its just to says that the gpu utilisation go up and down very fast

That's why I asked what app you were using to check CPU and GPU usage with.
What kind of instability problems have you been having?

I doubt that is your problem. The OS only "parks" the core(s) when there isn't enough work being done to require all of them. If you have your system set to Balanced or Performance, you won't be using core parking anyway.
