GPU using less power resulting in higher temps and 80% less performance

Recently my GPU (AMD 7950) lost performance whilst i was playing a game (from 75FPS (average) to 15)

The power to the GPU is low (I have no idea of an exact number) and I have no idea why?! But when my PC is booted it up it receives power normally but after around 10-20 minutes it will start using no power and resulting in higher temps (60-65 degrees Celsius idling) and much slower performance.

Specs:
AMD FX-8350 8-Core CPU
AMD 7950 3GB GPU
ASRock 970 EXTREME4 Motherboard
Corsair Vengeance Low Profile 16GB (4x4GB) DDR3 1600 Mhz
Thermaltake Toughpower GOLD 850W Modular Power Supply

If anyone can find a solution it would be much appreciated!

Put your GPU in another PCI slot, Download GPU-z to make 100% sure its using x16, sounds like it may have swapped to 2.0x4, which would result in increased temps and 75% performance reduction. Swap the GPU into another slot, if its fine put back into the previous one and use gpuz burn test for 3 mins to see if it is 2.0x4, 2.0x8 or 2.0x16 which it should be. Also make sure the power cord is connected tightly, Reseat your GPU and you should be fine/.

It happened again! I kept it in the new PCI slot and the next day I booted it up it's doing the same thing again!

I even moved it back to the original PCI slot and no luck.

What could be the problem and or a solution?
