Question GPU Utilization spiking

GPU usg spiking

Within the Radeon software application my GPU metrics show continuous spikes in gpu usg of up to 99% when I’m doing school work.

I built my pc from parts I bought (rx580, evga 600 BQ, Asrock B450M-HDV R4.0) and parts I salvaged from an old pavilion (ryzen5 2400g 4core, 12gb ram idk clock speed)
I know I need new ram and a new cpu but my budget was extremely tight when I was building because I’m broke.

Can anyone help me figure out why my utilization is spiking when I’m doing basically nothing?
