I have a 54mm bottom radiator (Corsair XR7) and 25mm fans on top of it so that's 79mm of thickness total.

Does this eliminate the possibility of a vertical GPU mount? The GPU is a waterblock if that helps.

Solution
Found an image of an O11 XL with a XR7 rad + 25mm fans beneath a vertical gpu:

Looks like it's doable.

I'm going to say no, not with that thick of a radiator.

If you look at a O11 with the vertical mount installed:

You can see that the PCI slot covers that are obstructed at the bottom include the bottom most slot (by the fans) and the second to bottom slot slightly obstructed by the vertical mount frame. PCI slot covers are 18mm thick.

18mm +18mm +25mm = 61mm, you are a further 18mm more than that needed and there is even less space than that since those slot covers are covered a bit. (Though that might account for the small gap between slot covers, still not enough)

I see those dimensions are for the regular O11. In my case, it is an O11 XL version. Do they share the same limitations?
