Question GPU Video Encoder spikes to 100% when I try to stream or record

My specs are RTX 2080, and R9 3900x. Every single time I try to use OBS, Nvidia Shadowplay, Medal, Discord screen share (you name it), the GPU video encoder in my task manager spikes up to 100%, and the video is very choppy, or my screen share will freeze. I've been having this issue for months, and have to record using my cpu as the encoder. Any advice?

What settings are you using? For what game? If you are trying to 4K both I don't see that happening very well.

I'm primarily trying to record / stream Valorant at 1920x1080. I'm 100% certain that it has nothing to do with my in games settings, as I've tried to record multiple other games with no luck. Whenever I use the video encoder for my gpu it spikes to 100%.
