My graphics card minimum voltage has been set to 0.001 and its memory voltage to 0.006. I try changing it but it just changes back to that. And the shut downs i guess happen because of my gpu. I loose signal to my monitor, gpu fan speed ramps up and i cant turn off the computer unless i flick the switch.

The graphic card is new (gigabyte r9 270x) and i bought a new psu 600w. I'm guessing it's the MOBO but i'm not sure.

You should ask if you just put the card in.
What was i Using before it.
If you were using the on board video if the board has it.
Then you need to check you have connected from the PSU the eight pin power block to the motherboard.
Four will not do it needs to be eight due to the 270 card. The reason why is because when your using an on board graphics solution sometimes you only need four pins out of the eight.
Where as you need all eight pins connected to the board from the Psu, because the other four pins are used to provide 12v at 75 watts for the Pci-e card slot from the motherboard side.

Have a check, make sure you have connected all of the power also from the Psu to the top, or side edge of the 270x card.

I am using my r9 270x, not my onbord graphics. It uses 6 pin, not 8 or 4.
