There is no "better" per se. All cards should work within their specifications. Now if you ask about overclocking potential then that's a different point, usually Samsung chips are more "tweakable". Again nothing is guaranteed when overclocking.

In general terms, it's Samsung > Micron > Hynix in quality hierarchy including outside of GDDR VRAM memory chips. FYI Elpida was bought by Micron after they filed for bankruptcy five years ago.
