GPU vs CPU

I want a computer that games well, but I need it to have speed and power at the same time. I'm stuck between 2 laptops that have almost all the same specs. The only differences are:
16 GB RAM
Nvidia GTX 980M 4GB
Intel i7 @ 4.0 GHz
or...
24 GB RAM (up to 32 but I probably don't need more than 16)
Nvidia GTX 980M 8GB
Intel i7 3.5 GHz processor
So it really comes down to having 4 GB graphics card memory and 4.0 GHz CPU, or 8 GB graphics card memory and 3.5 GHz.

Second one. Being for gaming I would have voted that right away since most games can't utilize everything a CPU has to offer, especially something that robust. But mentioning the hard drive specs, second one all the way. You will not be happy waiting for that 5400 HHD booting up. Balance is the most key component to any computer.

Mainly having a good computer at gaming, but also a good balance for speed and power on it. I'm not planning to export to a second or third+ screen anytime soon, and its just a laptop, so I'm think 4 GB is enough but idk I might be wrong.
Also the one with the worse processor is 256 GB SSD at raid zero and HDD at 7200 rpm
Better processor is just an HDD at 5400 rpm
