Gpu was working fine before, but after attempting to install new GPU, monitors get no signal

My current GPU is a GTX 950. I recently got a new 1080ti and I’m pretty excited to try it out. Mind that currently I’m not trying to play any games on it, I just want to make sure it runs. I’ve installed the 1080ti into my computer and tried to boot it up, but my monitors did not receive the signal. I first assumed the graphics card itself to be the issue as the fans were not spinning. However, when I tried plugging my old graphics card in again (950) I am now experiencing the same issues. However, the fans spin on my 950 so unless there is another issue it should be working fine. I am unsure as to what the issue could be. I have tried:

-Switching PCI slots (pci x16)

-Switching Ram slots (because this same issue happened when one of my sticks fried, but I’ve confirmed this is not the issue)

-Switching GPUs (obviously)

Things I have not tried:

-Switching PSUs (My new PSU comes in soon, but in the meantime I am stuck with my current one which I feel may be the issue

-Switching monitor cables (I do not believe these are the issues but I head about them in other threads so it’s good to mention)

-New GPU (my current budget can not support this option at this time but again. I have no reason to believe that my old gpu would be broken as it was working perfectly fine before)

I haven’t memorized my pc spec yet and I’m not sure what is important but what I can provide is:

-My power supply is 600W (which from research should be able to handle the 1080ti ((keep in mind I’m not trying to play any games I’m simply trying to run it))

-Anything else I couldn’t think of I would love to know.

I am perfectly aware of static electricity and took measures to deal with it but if it’s still a possibility let me know.

These are my specs if they’re useful:
CPU: i7-6700k 4.0GHz
GPU: Clearly either the 950 or the 1080ti.
Motherboard: ASUS Z170 PRO GAMING (from my research does not support onboard graphics)
PSU: 600W (That’s pretty much it)
Anything else you need let me know.

Edit: I have tried different monitor cables, but those were not the issue as well. I tested VGA and DVI, but I also have HDMI (which also didn’t work). I tried plugging them into my motherboard instead, but either I don’t have onboard graphics or I’m doing something wrong. I tried it w/o any GPU installed and with one installed. I also learned from a reddit user that the 1080ti fans don’t spin unless they reach a certain temperature, so I’ve removed that from the list of issues.
 
The CPU doesn't really matter, as a GPU will work with pretty much any CPU, although it will be limited in its performance.

This might seem obvious, but did you plug in the PCI-E power cables into the GPU?
Is your PCI slot selected as the primary video output in bios? You can check by plugging the display into the motherboard ports then go into the bios and search for such an option.
 
I am completely unable to receive any signal from either GPU or my motherboard. If I have onboard graphics, they are clearly not working. I’ve tried clearing cmos, but that didn’t work. My new PSU does come soon, but in the meantime I’ll try to test the current voltage. And yes, of course I’ve tried plugging in the PCI-E cables. I have tried some new things however and I will update the main post with new information.
 
Update: my bigger and more powerful PSU has come in the mail today. Hopefully this helps if not fixes the issue, but if it doesn’t I’m still stumped on what it could be.
 
Guys, I’ve installed my 850W PSU and everything seems to work fine, even with the 1080ti installed. Thank you all for the useful information though. I’m probably gonna come back to this thread at some point.
