I can't think of a reason to use a CLC on a CPU or GPU and many reasons not to .... for every all-in-one CLC there's a cheaper air cooler that performs better, is less noise and is substantially cheaper. That being said, there are all in one's that do cool better and allow you to connect a water bock.
The Swiftech H220 X2 is an "open" all-in-one to which you can connect any standard full cover water block. If not comfy assembling a water block on a card, you can by them pre-assembled. When peeps felle challenged by a custom loop, I recommend this combo:

You do have to buy an extra 30" of tubing, and two fittings for the block and another bottle of coolant ... but adding the Seahawk to the H240 X2 takes about 12 minutes.
However, I should have mentioned... we really don't know the cause of the problem.
What case ?
What card model (specific model) ?
How many and what model fans ?
Unless it's a reference, FE, EVGA SC or EVGA FTW w/ ACX cooler, there shouldn't be a problem here.
