GPU Wattage

I have a GTX 650 Ti and I seen a chart saying its max wattage is 280 on full 100% load. Idle its around the 140 mark. How much power would it be drawing around the 80%?

You haven't seen such chart. GTX 650 Ti has 110W thermal design power, which means it won't go above that mark even at 100% load.
