I recently bought a used EVGA GTX 960 which, to my knowledge, had never been overclocked. When I monitor the GPU using GPU-z or EVGA Precision XOC, I see the same story, the card will remain at 135 mhz even if the load on the GPU is at 100%. I can trick the card into clocking all the way up (1300mhz) by using the k-boost function in precision XOC, but as soon as I open any program that is graphics intensive, the gpu goes back down to 202 mhz. I have tried updating the drivers, updating the power plan in both windows and Invidia control panel, as well as using the second PCI-e slot on my motherboard, nothing seems to be helping and I'm getting slightly weary of playing Rocket League at 12 fps.
