Question Gpu with best transferable warrenties

I'm looking to get a used 1080ti, is evga the only one to transfer warrenty and and if they do will it be honored if the original purchase was in a diffrent country or do I have to pay shipping?

In Canada buying from USA, it seems so long as its bought after 2018 and was not a floor model or a prize they will honor warrenty on a second owner, any other co.panies that do this?
