Question GPU won’t go over 300MHz

So I was playing metro Exodus on my 2060 today and wanted to see how the temps were so I loaded up msi afterburner and it said the gpu was running at 300MHz base and 405 mem clocks. It’s weird since metro runs well over 60fps on ultra with RTX on so I don’t think it’s actually running at that it’s just annoying. Any idea how to fix it?? (I already tried uninstalling and reinstalling msi afterburner)
 
I saw a similar problem on the nVidia forum. The GPU was stuck on 300MHz under load. The person was about to RMA the card, but ultimately determined it was bad system RAM which also apparently corrupted the SSD. If you can test your card in another computer you could see if the problem follows the card, but I would start by removing any overclocks and testing RAM, CPU, drives, PSU, etc. You could try to update the GPU BIOS, but I think that would be risky if the system is unstable.

It still runs games fine it’s just none of the apps I’ve tried display the correct speeds
