GPU Won’t post

I bought a used gpu and it won’t post. I placed the card into two separate computers with different motherboards and PSUs, and it won’t post on either. The GPU is an XFX r9 390X 8GB, my two power supplies are a 650W and a 735W, the previous owner assured me it worked(got it on eBay) but I can’t get it to post any tips on how I could make it work?(also I put my old gpu a gtx 970 in both computers and it posts)

What scout said. Card is foulty. You bought a broken card.
