GPU won't be detected by Bios or Windows itself

So i've been trying for the last couple of hours to make my smaller brothers pc to work. But what ever I try it's won't seems to happen. I had the same type of trouble when i installed the card. But suddenly it just worked. I can get it to go full circuit with Lights and shiny LED's but to get it detected and make it show a picture it wont.
I've attached an image of how it is sitting in the PCI-E slot, because it wont fit all the way. But when it was working it sat like that. https://imgur.com/gallery/QZYZ6Gv. Before you are asking. Yes it is all the way down in the profile chassis at the back of the tower.

Anyone got an idea?

You have to make it fit properly to work properly, no ifs and buts about it. It could be badly damaged. Check if MB spacers are right height, looks like they may be too short.
