I recently got a gtx 1060 and while playing a game i realised it was like 50-40fps slower than normal so I check afterburner and it says its running at 139mhz, how do i fix this? My power mode is on max perf

Being honest here, it started after I downloaded cheatengine 6.7 from cheatengine.org
but I still don't understand why the core clock is stuck, even at 100% load from 3DMark it won't even go to 140mhz it stays on 139mhz all the time, this is a fairly new card, it wasn't used before me. I've uninstalled cheat engine and the stuff it happen to come with and it has done nothing
My driver version is 385.41, sorry for posting this 2 times but the first time wasnt detailed and I have done antivirus scans and nothing was found
