GPU wont install drivers

When I install the drivers on my r9 290 reference the pc crashes and bootloops the same thing happens on other pc's, its out of warranty, is there anything I can do other than sell it for like 80$ at most?

I have the power connectors plugged in, its only a 500w watt but it has enough amps on the 12v rail, and shouldnt it atleast be able to install drivers
