GPU Wont Turn On When Rebooted

I had this issue once a few months ago but now it happens every time I turn off or put my PC to sleep, the computer starts up, goes black, then everything restarts but the GPU isn't on.
By removing the GPU from the motherboard and putting it back in it just starts working again. Any ideas what's wrong?
Update: There is a light under the name on the card. The
light isn't on and the fans don't spin when it happens. That's how I know the GPU is either unplowed or off when this happens.

When you say ÿour GPU is not on¨ do you assume that or do you know because there are some lights on it?
Do you have to remove the GPU from the MOBO or does it help just to unplug the power cables to it?
Does it say ¨no signal¨ on your monitor or is it just black?
Which slots are your ram seated in?
