Question GPU won't work on top x16 slot

Hello, I brought a 1050 to test it for a friend, and it only works on the bottom x4 slot. My gpu(gtx 1070) works fine in the top x16 slot, but with the 1050 on the top the pc won't even post. In the x4 slot the 1050 gets 250 fps in csgo no problem. My mb is a gigabyte b450 ds3h with a r5 2600. I'm out of ideas

The problem is that last 2 lanes are not connected, because the capacitors broke off. Will it work anyway if a solder a cable where the capacitor was?
