GPU works but fan is not working in my ASUS GTX 1060 Turbo Edition.

I installed my new graphics card to my motherboard yesterday. Everything was working fine. I updated all the drivers and installed Asus GPU tweak 2.

I put Overwatch in the settings recommended by Nvidia GeForce Experience application (60 fps, Ultra graphics, 1080p resolution).

It was working smoothly until the frames started dropping to 20 - 30 fps after 15 mins. I then put the game on windowed mode and saw the Asus software showing the GPU temperature is at 93 degrees Celsius and it was not decreasing. The fan speed % on the software was showing 0% with no change. I opened the Cabinet while overwatch was running and noticed the fan was not moving at all. I changed the settings to Overclock mode, gaming mode on the tweaker software but no luck. I even tried manually increasing fan speed in "Professional Mode".

Today I went to the service center and they told me that the fan should start running after the GPU gets hot and if it didn't my motherboard might be faulty(which I think is bs). My motherboard is Asus H97M-E. It has a PCI 3 x16 so I don't think that is creating an issue.

I reinstalled my old GTX 720 which is currently running properly.

What could be the problem?

The GPU is Asus GTX 1060 Turbo Edition 6 GB.

I went to the other Asus service center. They stress tested it and acknowledged the issue and replaced the card in 20 mins :) .

The new card works perfectly fine.

There is another issue. I have dual monitors and my second monitor has only a VGA input and my GPU has 4 HDMI and 1 DVI outputs.I used a DVI to VGA adapter but it's not working - its not getting detected. Do I need any software or anything to make it work?

The monitor is a DELL

I would have asked the service centre to demonstrate it working under load for you or to refund the card. They will feed you BS if you let them and they have the resources to actually prove what they're claiming, if they were confident that the card was fine they could easily have demonstrated it working under load.

If you have any custom fan profiler software I would remove it, use DDU to strip off all the old drivers and then try again. I assume you've connected the extra power connector to the card (either an 8 or a 6 pin power connector), you could try using a different connector if your PSU has spares. However if these tests fail, head back to the service centre and ask them to show your card working properly, if they refuse then...
Have you by any case check if the fans are connected to the gpu?

I did not check that. The GPU case is enclosed almost fully except for a small patch on the other end(where the fan is not located) so I really can't say for sure.

I will be going to another service center tomorrow.

I am not using any custom fan profiler. I am only using Asus GPU tweaker which I did not change any settings in until I saw the fps dropping in the game.

Graphics card is defective. Fans should start spinning immediately after powering on the pc.

Some graphics cards support silent operation under low gpu load by turning on fans only after certain temperature threshold (MSI Zero-Frozr technology, Gigabyte 3D Active Fan technology). But your card doesn't have any such feature.
 
A motherboard can't adversely affect the cards fans .
The fan control is built into the GPU circuitry itself , if they don't work it's down to the card itself not the rest of your system.

I'd download afterburner.

Install & run & whack the fans to 100% on the main tab screen to see if they start (you don't need to be running a game to do this)
If they don't then its faulty.

These cards have a zero fan profile which means the fans stay off until the card hits 60c.
Once it hits 60c though they should spin up straight away.
 
If the gpu is not under warranty you should open the GPU and check that for sure. If it is still under warranty ask the tech support of the store you lurchased it to please open it and check the fan connectors are properly connected

I bought the GPU only yesterday. Didn't expect to receive a defective one 🙁.

The 10** serie cards have no anaolog video output,the little dvi/vga plugthrough adapters dont work on these cards.
You need a proper active converter to get output to a vga analog screen unfortunately.
