i7-3770
Asrock H77m
RX570 4GB

All drivers/bios are up to date.
I've cleaned and reseated the GPUonly PCI-e device is the graphics card
I've fiddled around with Bios settings. pci-e port was set to AUTO, Changed to GEN3 (no difference).

Solution
try GPU-Z version 2.29

The 8pin PCIe power connector is plugged into the GPU? No adapters like 6pin to 8pin between power supply and GPU connected?

did you reset the BIOS yet?

check the CPU socket of the motherboard for bent pins

run furmark and have a look again at GPU-Z

is the GPU seated in the upper 1st PCIe slot near the CPU?

reset the BIOS

run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730

Which BIOS version is installed?

Yes it's in the very top slot. None of the other slots are in use.

UserBenchmarks: Game 42%, Desk 82%, Work 36%
CPU: Intel Core i7-3770 - 76.4%
GPU: AMD RX 570 - 50.6%
SSD: Samsung 860 Evo 500GB - 96%
SSD: Ocz-vertex2 3.5 115GB - 38%
SSD: Samsung 850 Evo 250GB - 90.6%
USB: Generic STORAGE DEVICE 64GB - 29.8%
RAM: Kingston KHX2400C11D3/8GX KHX1866C9D3/8GX 16GB - 59%
MBD: Asrock H77M

Your Userbenchmark looks fine, it says the GPU performs way above expectation, and you can see it falls in the high end of other users' benchmarks, so your graphics card should be running normally.

Try to run the built-in render test in GPU-z, and see if the x2 number change to x16 while it is running.

You need to click on the questionmark next to the PCI-e speed box, and choose start render test.

Here's a screenshot to show what it looks like

thanks. Already tried that but no difference.
Same in game or when running furmark.

at idle its x2 1.1, when under load x2 3.0

Like you say, if its running above expectations, x16 probably wont make any difference?
Just seems strange...
