gpufan not spinning. monitor said no signal detected.

I finished building my pc and somehow the monitor said no signal detected and my gpu fan is spinning slow and randomly.And if i disconnect the cpu power,the gpu fan will spin normally. I guess this happens because there are not enough wattage. If so,what is the most suitable psu for my system. If not,whats the problem?
specs=
amd athlon x4 860k with stock cooler
sapphire radeon r7 265 dual fan
gigabyte ga-f2a88xm
toshiba 1tb hdd
2x 120mm fan

right now im using the fsp hexa+550 as my psu.
Please help. I would be really grateful.

I'm thinking that it's a wattage problem too. But then again, 550W should be enough for your system. Could it be that the PSU itself is bad? Do you have another PSU with 500W or more to test this build on?
