GPU's fans and logo light wont turn on

My whole computer will power on except for the GPU's fans and logo light. I first thought it was a power issue so I bought a new power supply. I installed it and the same problem occurred.
Specs:

GPU - RX-480
CPU - Intel i5-6400
Power supply - Corsair 650W
Old power supply - EVGA 400W
 


I've installed the right drivers to the GPU and it still did not work after that
 


All the power connectors are plugged in and there are no blown capacitors
 
You have your monitor connected to the GPU and not your motherboard?

I have a multi-GPU mining rig with 6x Sapphire RX 570/580 Nitro+ conencted via risers and a lot of times half or more of them don't light up until the mining program starts. I thought it was because I was using the iGPU for my monitor connection.
 


I'm sure that i have my HDMI cord plugged into the GPU
 


It's recognized in Device Manager and in WattMan the fan speeds are stuck under 100 RPM
 


I got it brand new from Amazon. Here is the copy of the name from Amazon "XFX RX-480P836BM AMD Radeon RS 8GB GDDR5 "
