So I got this issue today, my GPU's power is stuck at 41% when idle and the temperature is 37C at idle. Also GPU usage is anywhere from 2% to 5%. It makes no sense as to why this is happening. The GPU that I have is an ASUS GTX 760 2gb, I have had it for about 4 years now. Another thing to mention is that, when I launch a game like PUBG the GPU does not use its full potential, it uses only 61% power!! If someone knew what is causing, please help me out, thanks.

Edit #2: So I found the culprit, I went to Nvidia Control panel and went to Manage 3d Settings, turns out I had Power Management Mode on "Prefer Max Performance", I basically restored those 3D settings in Nvidia Control panel and bam, back to normal!
