ok, i am doing gpu rendering with my 1080 zotac and i was getting temps up to 81 degrees c and now i unlinked the power and temp in msi and also bumped up the fan to 85 percent and i set max temp to 70 and i have temps i want now under 70 but i see there is a perfcap reading in gpuz which am not sure if i am limiting or slowing down the gpu when i do this, anyone can shed some ligth on this let me know, here are some screenshots of my setup while i am rendering

Solution
You set your Temp. Limit to 70C which means once your GPU hits 70C it will lower its clock speed to maintain that 70C. That is why there is a Thrm(Thermal) PerfCap (Performance Cap). To remove that PerfCap, simply move the slider on the Temp. Limit to the right. For maximum performance, slide Power Limit and Temp. Limit all the way to the right.
