Grainy monitor, can't determine cause

Okay, so my computer isn't in very good condition and it's due to negligence. For the past two and a half years, I have only replaced my CPU's thermal paste once. My fans have barely gotten cleaned (and never properly cleaned as I only scrape the dust off when it bothers me. I used to keep my computer on all night (and sometimes not turning it off for days on end) until recent months.

After all this, my computer is still strong enough to run triple-A titles with the minor problem of shutting down if my CPU overheats (FX-8350 with a decent coolermaster fan/heatsink), but I have been getting a recent problem of short_memory_leaks everytime i shut my pc down. Since I have Windows 10, the monitor makes a 🙁 face and attempts to restart (which it doesn't, i always have to turn it off manually through the power button). And finally, today my computer decides to not properly boot up properly and instead refuse to work with my monitor. Because of this, I had to manually turn it off several times (because it would not connect with my monitor, an ASUS VG248QE). When it finally did, the monitor has a grainy overlay.

Of course, it bothers my slightly, but browsing the web and playing games is doable. Sadly, I can't determine the cause of this. I am 100% sure that the monitor is still working perfectly. When I turn it on and off I look for the same grainy texture on the ASUS logo when it boots up and it is still fine. I believe it is either the cable (which I have unplugged and re-plugged) or my SSD (just a hunch feeling, no concrete evidence).

Edit: I remember having an Auto-PC repair at the end.

Edit 2: It is only grainy after Windows 10 fully boots up. To anyone using a Windows 10 computer, when I boot up my PC, BIOS and the Windows 10 logo with the mini loading circle at the bottom does not appear to be grainy. After getting to the "Choose Operating System" or "Pin Password" menu however, it does appear to have turned grainy.
 
Solution
A few troubleshooting solutions that will help.
-Boot in safe mode and see if it is fixed
-If possible use another video card to see if that fixes the problem
If the Asus logo is fine then it would more likely be a driver issue rather than cable.
If the issue goes away when you boot in safe mode it would indicate a driver issue. If so try uninstalling and reinstalling your video card driver.

If you post results then I can try to help further.

I have never actually used safe mode before, what's the point of it so that i know in the future?
 
"Safe mode starts Windows in a basic state, using a limited set of files and drivers. It can help you troubleshoot problems on your PC. For example, if the problem doesn't happen in safe mode, you'll know default settings and basic device drivers aren't causing the issue."

It will not use the drivers you have installed and will boot with universal drivers => Rules out video-driver issues. Can also allow you to boot if you delete some important file or change an important setting.
 
It works! Thanks, i guess the auto-repair damaged or screwed up the drivers somehow. I was in the process of reinstalling my drivers and after the first blink, my monitor was back to normal. Again, thanks for everything =D!
