Been noticing this happening in all of my games. There is either a grainy look to metallic or reflective surfaces, sometimes making games look as if they are sparkling like bubbles in a softdrink if there are any lights reflecting on a reflective surface or anything. It's been like this since I upgraded my motherboard and cpu but it could also be coincidentally the newer AMD drivers since it was a fresh Windows install. Here are some images from Unigine Heaven Benchmark to give you an idea of what I'm referring to (Will provide examples from other games if needed, I'll just have to play them first):

This ship normally has a lot of white reflections in Bloodstained, however in recent gameplay it feels a lot more than usual, so much so that it's it almost looks like a mess. I watched some comparisons to other PC gameplay videos of this game, and the whites are nowhere near as heavy and messy as they appear here:
