Whenever I start to drive, It has these little tiny lag spikes every second or less and it pretty much ruins the game for me, I tried messing with the settings & nvidia control panel and it did nothing.
You have a pretty weak system to run GTA V. I dont remember the exact specs, but im sure you are at or below the minimum requirements for it. Expect to play at all low settings and you will still lag.

The only thing under spec is the cpu by 0.1 ghz. It runs normally at 40-50 fps at normal settings. It also happens on my brothers pc which has an i5 and a gtx 780.
Is it when you drive period or when you get up to a certain speed? My friends laptop will lag because the game can't load the world as fast as he's driving.

My guess is that your PC just isn't fit to run it. 1gig gpu memory isn't much for GTA.
Also, I assume your gpu driver is up to date and have tried lowering the resolution?
My brother has the same issue with the GTX 780, Also, I tried updating the driver and lowering the resolution, it did nothing. Ill try to contact Rockstar then give up until I get a new PC.
