Grand Theft Auto Please Help!

So I have two account's on Steam I currently use. I want to buy GTA V for PC for both accounts, yet you cannot "Family Share" (an option to let you share games through the same PC) GTA V at all...so I was thinking just buy two copies it should give me a key for both, install on both accounts.. that's not even possible to do because GTA V is limited to one PC. My question to you: Is it possible to buy GTA V install it on my main Hard Drive, then buy GTA V again install it on my External Hard Drive...and I should be able to play on both accounts correct? (note that I do play games off my external hard drive already and there not even installed on my main PC)

Most of the restrictions on GTA V were placed by Rockstar, not Steam. Do you switch between the two accounts on one computer, or are they for two different computers?

Also, Steam registers purchases on an account-by-account basis; if you want to buy it twice, you can; just do it once per account.

What are trying to get out of this? Why do you need two accounts? If this is for GTA Online, can't you just create another character?
